家庭系危険・有害廃棄物の諸課題（８）

わたしと地域計画建築研究所のＫ計画部長とは暑気が立ち上る高槻の富田駅に立っていた。
小売に協力を依頼に行く前に、どうしても製造にも働きかけをするべきだと思ったからである。今回の実験にかかる費用のうち、奨励金相当部分と処理費用を補助してもらいたい、また消費者へのアンケートに、製造からも設問を出していただき、消費者の声を届けたい。
訪問したのは大手の家電メーカーの照明部門だった。

同社では、前年度の調査に際して、住民団体の皆さんとともに、この会社を訪れて蛍光灯の環境対策について時間をさいて説明いただき、工場見学をさせていただいた。

蛍光灯に含まれる有害物質は水銀がその代表的なものになる。蛍光灯の発光原理から、水銀は欠かせないものであるが、人体・環境に有害であるため、近年製品中の水銀は従前の50mgから10mg程度まで低減させながらさらに長寿命化を果たしてきた。隠れた企業の努力には目を見張るものがある。

蛍光灯は消費電力が白熱灯に比較して圧倒的に効率的であるため、すべての工業製品から水銀を排除するとの欧州のRoHs規制においても、蛍光灯に限ってはその含有が許されたという経緯がある。
蛍光灯＝有害というステレオタイプではなく、公平な目で見れば、蛍光灯はCO2削減の観点からも、優れた環境製品であるといえる。

ただしこれは適正に回収処理がされれば、の話である。蛍光灯リサイクルを実施している自治体がこのごろは増加しているとはいえ、府内ではまだ1/3程度の普及率でしかない。また、実施している自治体も回収時の破損などの問題から、管理可能な回収拠点を多数設置できず、必ずしも回収率が高いとはいえないのではないか、といった課題を抱えている。

2時間近く、上記のような視点から、今回の社会実験の基本的な考え方を説明し、協力を呼びかけた。
担当者の方には熱心に耳を傾けていただいた。思えばアポをとったとはいえ、金を出せ、知恵を出せ、という話である。それでも真摯にご対応いただけたことは明記しておきたい。
最終的には参加できないという返事が後日メールで連絡された。残念であったが、実験開始に向けて次の章にすすむひとつの節目であった。
